    National Agency of Social Protection under the President of the Republic of Uzbekistan

    The National Agency for Social Protection under the President of the Republic of Uzbekistan (hereinafter referred to as the Agency) was established by the Decree of the President of the Republic of Uzbekistan “On a set of measures to provide high–quality social services and assistance to the population, as well as to establish a system of their effective control” dated 01.06.2023.

    The priority areas of the Agency’s activities are:

    I. Towards the development and implementation of a unified state policy and measures in the field of social protection of the population:

    • development and implementation of a unified state policy in the field of social protection of the population;
    • development of social assistance programs to support individuals and families in need of social protection;
    • development and monitoring of the implementation of standards of guaranteed social services;
    • organization of the professional service “social work” for working with various groups of the population;
    • development of measures to stimulate the expansion of social partnership, further active involvement of the non-governmental sector and local communities in the provision of various types of services and support for vulnerable segments of the population;
    • ensuring the transparency of the social protection system and organizing its processes in a form convenient for the population by digitalizing the sphere.

    II. In the direction of improving the system of work with persons with disabilities:

    • ensuring a step-by-step transition from a medical model to a social model for assessing and establishing disability;
    • provision of persons with disabilities with high-quality prosthetic and orthopedic products and means of technical rehabilitation;
    • development of rehabilitation of persons with disabilities and the field of rehabilitation, as well as the introduction of modern technologies in the field of;
    • monitoring the creation of conditions for social adaptation and integration in society, assistance in employment, coordination of inclusivity and the formation of a favorable environment for persons with disabilities;
    • formation of a positive attitude in society towards persons in need of social protection, including persons with disabilities;
    • implementation of measures to support the independent life of persons with disabilities, providing them with social services at home;
    • improving the activities of state specialized educational institutions for children with special educational needs, as well as the rehabilitation and prosthetics center for persons with disabilities.

    III. In the direction of the protection of minor children:

    • development and implementation of programs to prevent violence against children;
    • improving the system of tutelage and guardianship, including the development of alternative forms of family-based child care;
    • improvement of the adoption system;
    • organization of protection of rights, freedoms and interests of children in need of social protection;
    • improvement of the system of organization of treatment of children in need of social protection.

    IV. In the direction of improving the system of protection of women:

    • organization of professional assistance to women from violence and sexual violence;
    • support for women suffering from violence, including the creation of shelters and rehabilitation centers.

    V. In the direction of working with families in difficult circumstances

    • provision of social services and assistance to families, prevention of taking children from the family, development of skills of parents;
    • creation of a support system for pregnant women, single parents and families with young children;
    • development of social services provided to children from families in difficult life situations;
    • organization of palliative care.

    VI. In the direction of working with young people:

    • creation of a system for the provision of psychosocial services;
    • introduction of a system of orientation of graduates of state specialized educational institutions for children with special educational needs to strengthen psychological health, the formation of necessary skills and knowledge, mastering professions, employment and entrepreneurship on the basis of social services, directions and surveys provided and conducted by various organizations.

    VII. In the direction of working with lone elderly citizens:

    • organization of home care and support services;
    • creation of a system for providing professional services on the basis of Sakhovat boarding schools and other institutions;
    • protection from violence.

    VIII. In the direction of social security programs:

    • maintaining a unified state policy in the field of social insurance;

    development of mechanisms to stimulate the involvement of the population in the social insurance system.
