Eliminating bureaucracy – 2030
Order the President of the Republic of Uzbekistan
On organizational measures aimed at the digital transformation and increasing the efficiency of state administration
For the purpose of optimizing the delivery of public services, preventing the imposition of excessive obligations on individuals and legal entities, establishing a comprehensive digital dialogue among government organizations, citizens, and businesses, as well as enhancing the effectiveness of reforms in these areas, I hereby decree: To launch, with effect from January 1, 2026, the “Zero Bureaucracy – 2030” Program (hereinafter – the Program), aimed at the digital transformation and enhancement of public administration efficiency, and to define its primary objectives as follows: (a) improving the quality of life of citizens through fast and convenient access to public services; (b) promoting entrepreneurship and increasing the attractiveness of the country for foreign investment; (c) creating a positive image of the country in the fields of digital governance and public administration; (d) reducing the risk of abuse through the elimination of unnecessary procedures and the enhancement of process transparency. For the purpose of coordinating the implementation of the Program, to establish a Project Office under the Agency for Strategic Development and Reforms (hereinafter – the Agency), and to define its primary functions as follows: (a) establishing cooperation with foreign governments and international organizations on issues related to the successful implementation of the Program; (b) developing and submitting, for approval, to the Coordination Council for Strategic Planning and Development under the President of the Republic of Uzbekistan a Roadmap of measures to be implemented within the framework of the Program; (c) submitting annually to the President of the Republic of Uzbekistan an assessment of the effectiveness of efforts to eliminate bureaucracy in public administration carried out by ministries and agencies, the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats, and the Tashkent City khokimiyat (hereinafter – government organizations), including information on its publication, as well as on incentives provided to government organizations and initiators. To establish a procedure whereby the development and consideration of proposals aimed at eliminating bureaucracy, as well as the assessment of the effectiveness of activities carried out in this area, shall be carried out through the “Zero Bureaucracy” digital platform operated by the Agency. To designate the heads of government organizations as personally responsible for ensuring the timely and effective implementation of measures defined under the Program, as well as for achieving specific results. Within one month, the Agency shall: (a) undertake the necessary organizational measures to ensure the establishment and operation of the Project Office; (b) submit to the Administration of the President of the Republic of Uzbekistan a draft regulation governing the national “Zero Bureaucracy” Award competition, providing for its annual conduct; (c) jointly with the Ministry of Digital Technologies, ensure the launch, maintenance, and regular updating of the “Zero Bureaucracy” digital platform. Monitoring the implementation of this Order, as well as coordinating and overseeing the activities of the organizations responsible for its execution, shall be vested in S.U. Umurzakov, Adviser to the President of the Republic of Uzbekistan.
