The social worker, in accordance with the main tasks assigned to him, performs the following functions:
1) in the field of increasing public awareness on social services and assistance, as well as the activity of overall social work:
informs the population about adopted programs and regulations in the field of social protection;
distributes information materials (leaflets, brochures) in the field of social protection among people in need of social protection in mahallas;
cooperates effectively with civil society institutions and the media;
participates in legal, spiritual and educational work;
2) in the field of studying the situation of each household (family) and assessing family needs for social services and assistance:
determines the need for social protection of the person submitting the application or the identified person through an initial assessment;
identifies and analyzes risk factors that negatively affect the life of a person in need of social protection, and also determines the level of risk through an initial assessment;
identifies skills, personal qualities, strengths and knowledge that can improve the quality of life of a person in need of social protection;
analyzes the social status, needs and available capabilities of a person in need of social protection;
opens a case based on an application from a person in need of social protection;
studies the social situation and needs of a person in need of social protection directly on the spot, including analyzing relevant information obtained through interdepartmental electronic interaction and conducting a comprehensive assessment;
coordinates the process of providing services and analyzes its effectiveness;
immediately informs the relevant competent government authorities in cases requiring urgent measures;
provides consultations and refers to the relevant authorized state body when determining that a person does not need social protection;
3) in the field of development of an individual plan with respective organization of the service provision to families and individuals in need of social protection:
organizes emergency assistance in urgent cases;
draws up an operational, short-term and long-term individual plan for the provision of social services based on the results of the assessment;
organizes the provision of social services and assistance in accordance with an individual plan for the provision of social services and assistance;
if necessary, makes appropriate changes to the individual plan for the provision of social services and assistance;
attracts or refers to specialists from relevant authorities based on the services specified in the individual plan;
4) ) in the field of organizing the provision of social services and assistance to persons in need of social protection:
identifies lonely elderly people and elderly people living alone, as well as people with disabilities in need of care provision;
helps lonely elderly people and elderly people living alone, as well as persons with disabilities who need outside care, in preparing and renewing documents, organizing their in-depth medical examination together with a visiting nurse;
promotes the restoration (establishment) of relationships between relatives and loved ones of people living alone and elderly people living alone, as well as persons with disabilities who need outside care;
organizes the provision of medicines provided for free in regulatory documents;
issues a certificate of verification of the actual circumstances of care for the elderly at the age of over 80, persons with group I disabilities or children with disabilities under the age of 18;
accepts applications for obtaining opinions of Psychological-Medical and Pedagogical Commissions;
accepts applications for benefits and financial assistance for children from low-income families;
helps children of labor migrants entered into the information system “Unified Register of Social Protection” or included in the “Iron Logbook”, “Women’s Logbook” or “Youth Logbook” in obtaining free vouchers to seasonal camps;
monitors the provision of social and everyday services to lonely elderly people and elderly people living alone, as well as persons with disabilities who need outside care;
identifies persons wishing to take the child under guardianship or trusteeship from among the child’s relatives (grandparents, brothers, sisters and other close relatives) and members of the family in which he lives, and sends information about them to the guardianship and trusteeship authorities;
in the absence of information about the whereabouts of the child’s parents, within a year, enters information into the guardianship and trusteeship authority to take measures to recognize them as “missing” ;
creates a list of persons who can accept orphans and children deprived of parental care into their families by conducting appropriate campaigns among the population and include them in the guardianship and trusteeship authorities;
provides information to the guardianship and trusteeship authorities to appoint a representative in case of detection of an immediate threat to the life and health of children;
identifies children whose both parents (or father or mother in the case of single-parent families) went abroad for a period of more than three months and send information to the guardianship and trusteeship authority;
monitors over the living conditions and upbringing of children placed under guardianship, foster care, family education (patronage) and family orphanages in order to protect their rights and legitimate interests;
monitors families deprived of parental rights by a civil court or a decision to limit parental rights;
carries out mobile monitoring of persons who received assistance at the Republican Center for Rehabilitation and Adaptation of Women and regional units and received a protective order;
places women and their minor children who have been subjected to oppression and violence at the Republican Center for Rehabilitation and Adaptation of Women and organizes the provision of psychological, social and legal assistance to them;
5) in the field of filing applications for the use of social services and assistance on behalf of a person in need of social protection:
submits applications for the assignment of old-age benefits to elderly persons without necessary work experience for the assignment of a pension, as well as to mothers who have (have had) children with disabilities since childhood;
submits applications for the assignment of disability benefits to persons with disabilities of groups I and II, mothers who have (had) a child with a disability since childhood, people without work experience necessary to assign a pension, benefits in the event of the loss of a breadwinner to incapacitated family members who are dependent on the deceased;
submits applications for the issuance of a certificate for the provision of prosthetic and orthopedic devices and technical means of rehabilitation to single elderly people in need of outside care, as well as persons with disabilities, including children with disabilities;
submits applications for the issuance of referrals to sanatoriums for the elderly, persons with disabilities, war and labor veterans in the system of the National Social Protection Agency;
submits an application to recognize or exclude the applicant as living alone or a single elderly person, a person with a disability who needs outside care, as well as inclusion (exclusion) in the list of single elderly persons with disabilities;
submits an application for carrying out sanitary and epidemiological measures at the place of residence of single and lonely elderly people, as well as persons with disabilities who need outside care;
submits an application on behalf of persons in need of social protection to establish or change the disability group;
submits an application for a certificate (recommendation) about possible types of work for persons with disabilities;
submits an application for an opinion for permission to drive passenger cars equipped with special equipment and an automatic transmission;
submits an application for reimbursement of part of the costs when purchasing land plots at an online auction for persons with disabilities;
submits an application to a medical and social expert commission to obtain an opinion on the possibility of disabled people engaging in para-sports in accordance with the “Rules and principles of classification in para-sports games”;
submits an application for the placement of orphans and children left without parental care and from single-parent families in preschool and school educational institutions;
submits an application for a certificate of recognition as low-income through the information system “Unified Register of Social Protection”;
submits an application for the assignment of benefits in the event of the loss of a breadwinner to disabled family members who are dependent on a deceased person who is not entitled to a pension;
6) in the field of mobilizing resources, including those willing (relatives, neighbors, volunteers, sponsors) to provide social services and assistance, as well as coordinating their activities in this direction:
cooperates with public funds, non-governmental non-profit organizations in the provision of social services to persons in need of social protection;
analyzes the resources of the mahalla (mahalla services, organizations operating in the mahalla, volunteers);
involves other government bodies, individuals and legal entities, sponsors, volunteers and other groups related to the social sphere in the provision of social services;
makes proposals to improve the efficiency of attracting volunteers (relatives, neighbors, volunteers, sponsors), including interdepartmental cooperation in the process of providing social services and assistance;
forms and mobilizes resources at the mahalla level, including the formation of social support and volunteering groups, as well as the organization of cultural and educational events.
7) in the field taking complex measures to overcome the problems of people in need of social protection in cooperation with the chairman of the mahalla, assistant of khokim, prevention inspector, women’s activist, youth leader, tax inspector:
conducts research in the mahalla together with the chairman of the mahalla, assistant of khokim, prevention inspector , women ‘s activist , youth leader and tax inspector, identifies people in need of social protection based on an approved questionnaire;
organizes the provision of social services and assistance to persons in need of social protection, based on the resources of the mahalla;
analyzes strengths that can improve the quality of life of a person in need of social protection;
prepares proposals for the development of services for individuals and families who find themselves in difficult life situations or have a high risk of falling into it ;
monitors the provision of social services and assistance to recipients of social services and assistance registered in the information system “Unified National Social Protection” (hereinafter referred to as IS “Social Protection”);
8) in the field of providing explanations and guidances to the population about social services and assistance guaranteed by the state, as well as the rights to receive these services:
provides information and explanations about social services and types of assistance to individuals and families,
those who find themselves in a difficult life situation or have a high risk of falling into it ;
informs the recipient of social services and assistance about the rights to ensure confidentiality when conducting a case, the need for active participation, expression of their opinion on the level of service provision, reporting (complaints) about the actions (inaction) of a social worker;
explains the psychological, social and legal consequences of child abandonment to expectant mothers under 18 years of age and members of their families;
provides advice and clarification on issues of child care, child-rearing skills, including ensuring the property rights of orphans and children deprived of parental care to their parents , guardians and trustees, persons who have taken up family care (patronage), persons or family orphanage;
explains the procedure and criteria for assigning child benefits and financial assistance to low-income families;
identifies children with special educational needs among children with physical, mental, sensory or mental disabilities and informs their parents about available forms of education and the activities of the Psychological-Medical and Pedagogical Commission;
A social worker can perform other tasks in accordance with respective legislative acts.
