A social worker has the following rights to perform the duties and functions assigned:
to have a workplace that meets labor protection requirements;
to cooperate in the provision of social services with other government bodies, public foundations, non-governmental non-profit organizations, individuals and legal entities, volunteers and other groups related to the social sphere;
to make proposals for improving the activities and work methods of “Inson” social service centers and social workers;
to make proposals on improving the efficiency of social services at the mahalla level;
to involve service users at every single stage of social work (development of an individual plan for the provision of social services and assistance, identification of needs, needs assessment, identification of strengths and weaknesses, setting goals and implementing the plan);
to request information and documents necessary for the performance of their duties from the competent authorities on behalf of the management of the “Inson” centers;
to use the Unified National Information System of Social Protection and other information systems;
to develop and submit proposals on improving the social situation in the area to the district (city) khokim together with the chairman of the mahalla, and the khokim’s assistants;
to participate in social prevention and adaptation among the population;
to participate in creating an environment of intolerance towards oppression and violence.
Social workers must perform activities
respecting the age, gender, race, ethnic origin, economic and social status, culture, disabilities, religious differences of the person in need of social protection, and opposing any form of discrimination or stigma;
to take the necessary measures for ensuring the confidentiality of personal information of recipients of social services;
to provide social services and assistance to persons in need of social protection, within the limits of their powers;
to ensure equal use of social services, serve to achieve social justice and sustainability in public relations and eliminate social inequality;
to take into account cultural values and traditions whilst assessing the needs of families and individuals within social work and developing individual plans for the provision of services and assistance;
to notify their management (senior social worker, supervisor) or other competent authorities if the beneficiaries of the service refuses to receive social services and assistance due to their cultural traditions and such a decision threatens the life, development and education of the beneficiary of the service, family members or surrounding people;
to know the characteristics of the population with which social work is carried out (history, traditions, cultural, religious differences, etc.);
to adhere strictly to the rules of ethics for social workers at “Inson” centers;
to comply with labor legislation, terms of employment contracts and internal labor regulations;
to get acquainted with the orders and instructions of the management of the “Inson” centers regarding its activities, as well as compliance with them and ensuring their implementation;
to inform directly the manager or authorized government bodies about the occurrence of a situation that threatens the life and health of people;
draw up, fill out and present to management reports, information and documents (data, certificates, reports, etc.) on activities;
take care of the employer’s property (including the property of third parties in the employer’s possession, if the employer is responsible for the safety of this property), and also immediately notify the immediate supervisor or authorized government bodies of the occurrence of a situation that threatens its safety;
organize effective work with people in need of social protection, including the implementation of a case management method;
to avoid conflicts of interest, be unbiased and impartial;
to comply with labor protection, technical safety and industrial sanitation rules;
to observe performance discipline (working hours, timely and proper performance of official duties, etc.);
systematically improve own professional skills and qualifications.
There are the following restrictions on the activities of a social worker:
carrying out activities aimed at disseminating information that incites national, racial, ethnic or religious hatred;
implementation of unethical, psychological pressure and forceful actions against beneficiary of social services; committing other actions entailing criminal and other liability.
